Clifford D. Dawkins, Esq. leads the Urban League of Morris County as President and CEO, bringing a perspective shaped by the organization's own programs. A former ULMC scholarship recipient, he went on to earn an Ivy League education and a distinguished career in law and civic leadership before returning to lead the very institution that helped launch his future.
Under his leadership, ULMC is executing the ASCEND Capital Campaign — a $2.5M initiative to transform the organization from a crisis-response charity into a self-sustaining social enterprise. Structured around two pillars: a $1.5M Permanence Fund for long-term endowment and a $1.0M Innovation Fund for scalable workforce and education programs.
Dawkins' legal background and lived experience as a program beneficiary position him uniquely to navigate the intersection of advocacy, policy, and economic empowerment.

Leads ULMC's technology strategy — overseeing digital programs, AI literacy curriculum, and the infrastructure powering the Future Works Innovation Fund.
Implements the POEM model across cradle-to-career programs — from early learning through post-secondary placement and scholarship coordination.
